About Omega Risk Management

Omega Risk Management was established in 2001 by James E. Branigan, a leader in managing large commercial and industrial risks for more than 30 years. He has served in the risk management industry as a fire protection engineer, underwriting manager, insurance broker, and as president of the real estate finance division of a risk management consulting firm.

Mr. Branigan has written several papers on insurance and risk management in real estate finance for the Practising Law Institute and has been on its faculty for many years. He co-authored a chapter on insurance in Commercial Leasing, a book published in 2004 and reprinted in 2007 by the New York State Bar Association and co-authored “Model Insurance Requirement for a Commercial Mortgage Loan,” an article which has appeared in national trade and legal publications. He has been a speaker at the New York Bar Committee on Leasing and was a panelist on “Insurance in Commercial Leasing” for the New York City Dirt Lawyers. He made presentations on terrorism insurance before the New York State Bar Association-Real Property Section 2002 annual meeting and at the Texas Bar Advance CLE Seminar. Mr. Branigan has also delivered numerous insurance training sessions for commercial real estate lenders and lawyers throughout the United States and Europe.

Omega's staff of experts is teamed with a national network of independent consultants to deliver highly-focused consulting expertise to our clients. All client projects are supervised by Mr. Branigan and other senior staff to ensure quality and cost control.

Combined, Omega’s staff has conducted or supervised insurance and risk management due diligence evaluation for lenders in more than $300 billion of commercial real estate transactions. These transactions have included New York’s Time Warner Center and The New York Times building, and the Hollywood & Highland Complex in Hollywood, Calif.

Prior to founding Omega Risk Management, Mr. Branigan worked as a loss-control and safety engineer at Factory Mutual Insurance Group, as an Account Executive for Arkwright Mutual, and Executive Vice President of the 7th largest pure risk management consulting firm in the United States (Business Insurance) as well as President of that firm's real estate finance division.

Mr. Branigan has written numerous papers on the topic of insurance and risk management in the field of real estate finance for the Practising Law Institute (PLI) and co-authored a chapter on insurance in the Commercial Leasing book published by the New York State Bar Association in 2004. He also co-authored Model Insurance Requirement for a Commercial Mortgage Loan, which has been widely published in trade and legal literature nationally. He has served on the PLI Faculty for the past fifteen years, been a speaker at the New York Bar Committee on Leasing and was a panelist on insurance in commercial leasing for the New York City Dirt Lawyers. He has made presentations on terrorism insurance before the New York State Bar Association-Real Property Section annual meeting and the Texas Bar Advance CLE Seminar. In addition, Mr. Branigan has also delivered numerous insurance training sessions for commercial real estate lenders and law firms throughout the United States and Europe.

Since 1992 Mr. Branigan has conducted or directly supervised insurance and risk management due diligence reviews in over $200 billion in real estate transactions. Today his firm serves over twenty real estate investment banking firms assisting them to complete nearly 200 transactions in 2006, 75% of which were construction loans. Mr. Branigan also regularly performs due diligence for mergers & acquisitions, corporate risk management consulting, and provides expert opinion in support of litigation actions. Mr. Branigan attended City University of New York and the State University of New York where he studied Fire Science and Business Administration. He is licensed as an Insurance Broker and Insurance Consultant by the State Insurance Department of New York.

Philipp J. Bischoff

Since joining Omega in January 2007, Mr. Bischoff's duties have included providing executive level risk management consulting services to our clients. This includes risk and insurance due diligence services for our commercial lending clients, as well as general insurance and risk management consulting services for our other commercial clients.  He has delievered insurance seminars to many of our commercial lending clients and real esate law firms.  He also serves as a faculty member of the Practising Law Institute (PLI).

Prior to joining Omega, Mr. Bischoff spent 20 years with Frenkel & Co., Inc, an insurance brokerage firm based in New York City. During his career at Frenkel, Mr. Bischoff worked in the International Department, starting as an Account Executive Trainee and eventually being promoted in 2003 to Senior Vice President and Assistant Manager. During this time, Mr. Bischoff gained a broad range of risk management and insurance industry experience. He has developed an expertise in all lines of coverage while working on a varied book of international industrial clients.

Mr. Bischoff graduated St. John's University in New York City with a degree in Business Management. He is a Chartered Property & Casualty Underwriter (CPCU) and is a  licensed Insurance Broker and Consultant.

Alan E. Doller

Mr. Doller began his career as an insurance claims adjuster with an independent, worldwide provider of services to the insurance industry. He then held several positions within the Insurance & Risk Management Department of The Standard Oil Company and later, British Petroleum where he was Assistant Risk Manager and Manager of Insurance Funding Control. Following his time at BP, he became Assistant Vice President and Account Executive at Johnson & Higgins/Marsh in the Casualty National Accounts division. He was later employed as a consultant by a risk management consulting firm with a variety of real estate, industrial, and entertainment enterprises as clients.

Immediately prior to joining Omega Risk Management, Mr. Doller was Director of Risk Management Services at Arthur J. Gallagher & Co., with specific responsibilities for clients in the real estate development industry. Mr. Doller holds BA and MBA degrees and CPCU, ARM and AIC designations.
